Community Bulletin Board and Display Policy

Purpose

As a community resource, Teton County Library allocates space to provide the public with information about educational, cultural, and civic events as well as local services provided by members of the community and therefore has established several publicly accessible areas within the library for the display and distribution of materials for government entities, non- profit organizations, small local businesses, and individuals. 

Policy Statement and Criteria 

The primary use of the publicly accessible library bulletin boards and display areas is for sharing and disseminating information on community-related services, events, and programs. Classified advertisements including, but not limited to rooms for rent, personal services offered, and personal merchandise for sale are permitted in areas designated for such. The library also displays informational resources from governmental and educational entities that are not easily shelved in the collection stacks, in publicly accessible racks, files and tables. 

The Library will not display petitions, solicitations, surveys, or commercial materials of for-profit business The Library may make exceptions for announcements of free educational opportunities provided by forprofit businesses. 

Political materials promoting or opposing particular political parties, candidates, or issue positions are not permitted. However, based on availability of space, the Library may permit posting and display of notices regarding certain political events open to the general public such as “meet the candidate” events, debates, or forums as well as non-partisan voter informational guides. 

Posting or distribution of any such material in the Library does not indicate Library endorsement of the ideas, viewpoints, issues, or events promoted by that material. 

Except for the specific areas discussed below, no materials may be distributed or displayed by the public in the Library or on Library property. 

Rules 

Community Bulletin Boards

  • Notices may l be posted in designated areas only.
  • All notices must have a notation indicating the date they were posted on the Bulletin Boards.
  • The Library has the right to remove notices at any time from the Bulletin Boards.
  • Notices for events should not be posted more than 30 days in advance.
  • Notices about services or with information with no specific end date will be displayed for a period not to exceed 30 days. Notices will be discarded when information is no longer current.
  • Notices posted must be neat and clearly readable and must not exceed 11” x 17”.
  • Arrangement of the board(s) is the responsibility of Library staff.
  • Notices posted in violation of these rules will be removed and discarded.
  • The Library assumes no responsibility for the preservation or protection of materials posted or distributed.
  • Materials will not be returned. 

Community Brochure Racks

  • The primary purpose for the display area is to provide the public with information about civic matters.
  • Non-library brochures may only be displayed in the brochure racks and only with the advance approval of Library staff. Only brochures which announce or promote civic, educational, or cultural events or activities will be allowed in the Public Brochure Racks.
