- Obtain professional advice in identifying needs.
- Review internal scan data for updates to usage and space needs.
- Review of external scan data, such as community surveys, focus
group data, demographic data, economic data, etc.
- Review of national trends in library services, facilities.
- Provide input to consultant regarding priorities for space needs.

- Obtain professional assessment of current space usage, specifically
for the purpose of maximizing use of the existing facilities (including
grounds) for patrons and staff.
- Obtain professional advice regarding structural, engineering
and county planning and zoning requirements.

- Get recommendation from consultant based on their analysis of
needs assessment, knowledge of national library trends, library
standards, and community data.
- Make a list of draft priorities for renovations, additions and/or
new facilities.
- Communicate consultant's recommendations and list of draft priorities
to staff for review and input.
- Hold public information forums to present consultant's recommendations
to the community.
- Synthesize public and staff input for recommendation to Library
Board regarding overall facilities needs, renovations, additions,
and/or new facilities.

- Retain design team to prepare schematic of facilities "program
design."
- Perform financial analysis for renovations, additions and/or
new facilities, including operational costs.
- Submit library master plan for incorporation into the County
Facilities Plan.
- Identify public and private funding options for the master plan.
